o IDFB is the set of testing methods maintained by the International Down and Feather Bureau based in Bregenz, Austria. IDFB does not set labeling standards – these are left to the individual countries and regions.
o The IDFB testing methods are the basis for most of the world’s testing methods.
o The Australian Standards Board maintains the AS 2479 labeling and AS 4823 test methods. The labeling system is similar to the USA. The test methods are similar to European.
o Test results are to be round down to the nearest 5% for labeling purposes.
o Description should be attached to label (“Down”, “Down and Feathers”, “Feathers and Down”,“Feathers”).
o Canada’s official testing methods are obsolete as of 2012. They now refer to the IDFB testing methods.
o In addition to the federal requirements, additional label text is required in the provinces of Quebec, Manitoba and Ontario.
o Product Descriptions are required (“Down”, “Down and Waterfowl Feathers”, “Waterfowl Feathers and Down”, “Waterfowl Feathers”).
o Each product group has slightly different standards. Imports and Domestic produced products are handled differently.
o Some of the China Standards have relaxed definitions of plumules.
o Tolerances are included in standard (range 0.5 - 2.0)
o Product Classifications include (white goose/duck feathers, gray goose/duck feathers, white goose/duck down, or gray goose/duck down)
o Sample Collection by government agencies are often required
o Product label should clearly indicate the specifications, type of product, weight, production date, factory name, etc.
o Apparel requires over 50% down.
o Europe has the most complex label system. Please see IDFL details and publications of EDFA for explanations of the label system.
o A certain % of down fiber can be added to down.
o The Class system adds to the complexity of the label system.
o “Down” Products sold in Europe must have 60% European defined Down.
o Uses KS K 0820 Testing methods.
o Description is required (down product, down and feather product, feather product).
